KIBANDA CASE: Police now arrest graduate teacher

Police now arrest graduate teacher

While police in Dar es Salam are still holding CHADEMA Director of Defence and Security Wilfred Lwakatare for unspecified accusations, rumours have it that another person has been arrested in connection with the recent attack on Tanzania Editors Forum chairman Absalom Kibanda.
Information that began circulating in various social networks yesterday named the second arrested person as Ludovick Joseph, alias ‘Bukoba Boy.’
However, it was not clearly stated in blog postings and in other social networks for what presumed offence he was arrested.
Some social network contributors stated that Ludovick was arrested in Iringa, but police in the region denied knowledge about any such arrest.
“Since Friday evening people have been calling here seeking information about the arrest of the said suspect but to my knowledge there is no such thing,” a police officer replied to inquiries by this newspaper.
The officer who identified himself as Regional Crimes Officer responded to questions under the permission of Iringa Regional Police Commissioner Michael Kamuhanda.
Dar es Salaam Special Police Zone Commander Suleiman Kova for his part said he spoke to the chairman of the probe team he formed to investigate the assault on Kibanda but the committee chairman informed Kova that they would convene a press conference on Monday to speak about it.
“I have spoken to the chairman of the probe committee I formed to investigate the assault on Kibanda in an attempt to find out if there are any other arrests made but he told me that they would not like to speak about the matter today,” Deputy Commissioner Kova said. “Instead, the chairman of the probe committee said he would convene a press conference on Monday to speak about the development of the investigations, including the arrests so far made,” he added.
In the Mjengwa Blog Spot, the blogger said he knew Ludovick since when he (Ludovick) was still at Dar es Salaam University College of Education, as being a calm person. “To me Ludovick is a humble guy to the extent that I was shocked when the news about his arrest was brought to my attention,” said Mjengwa.
Lwakatare, who has spent four days in police custody, is the first person to be apprehended by police on the matter, despite the issue only being indirectly touched by the police. Lwakatare was arrested after being seen in a video clip uploaded in social networks, apparently without his say so.
In the Lwakatare is being shown to be making remarks and explanations of significant threat to national security, but no verification of its contents has been made. On Friday Chadema lawyers protested against police failure to take Lwakatare to court, where they could thus apply for bail, contrary to constitutional requirements that require any suspect to be charged with an offence 24 hours after being arrested.
However, Commander Kova told reporters that police were still investigating the case and that after completion of investigations his file would be taken to the Director of Public Prosecutions (DPP) for further action.
